From Roads to Workplaces: Israel’s Enduring Safety Crisis
Fatal collisions and industrial accidents continue to exact a severe toll as budget cuts, shifting strategies, and shrinking enforcement hinder preventive efforts.

In mid-October 2026, the road fatality toll in Israel since the start of the year reached approximately 356 people, according to data from the Or Yarok association (newsnow.co.il, n.d.). The sequence of fatal incidents in recent days once again demonstrated the range of vulnerable areas: in Modi'in Illit, a six-year-old child riding a scooter was struck and killed by a bus (newsnow.co.il, n.d.; חרדים10, 2026), on Route 443 a 21-year-old pedestrian was killed after being struck by a private vehicle (אמס MS, 2026; israelhayom.co.il, n.d.), and single-vehicle crashes in Bat Yam and Herzliya claimed the lives of a driver and a motorcyclist (passportnews.co.il, n.d.). Alongside the road incidents, a severe industrial accident occurred at the Intel facility in Kiryat Gat, where two workers were killed and another was critically injured following an explosion of gas cylinders during equipment unloading from a truck (גלובס, 2026). These accidents illustrate the persistent risks in public spaces and workplace environments across the country (גלובס, 2026; newsnow.co.il, n.d.).
The current state of affairs follows a preceding year marked as a severe low point for safety (ynetglobal, 2025). By the end of 2025, between 455 and 459 fatalities were recorded in roughly 438 fatal collisions, representing a near 20-year peak that exceeded the 2024 total of 439 deaths (וואלה, n.d.; zman.co.il, n.d.; משרד עו״ד אריאל פרייברג, 2026; haipo.co.il, n.d.). Although total injury collisions dropped by 7.2%, fatal crashes rose by 8.1% (משרד עו״ד אריאל פרייברג, 2026). Pedestrians accounted for 27% to 28% of all road deaths, while two-wheeled riders represented 22% (www.gov.il, n.d.-a). Workplace safety saw similarly severe outcomes, with between 69 and 80 deaths recorded in 2025, nearly half resulting from falls from heights in construction, alongside 629 moderate-to-severe injuries (knesset.gov.il, n.d.-b; kavlaoved.org.il, n.d.).
This negative trajectory interrupts decades of historical gains, following a peak of 756 road deaths in 1975 that fell to 290 in 2012 after the adoption of the Sheinin Committee recommendations and the founding of the National Road Safety Authority (NRSA) (wikipedia.org, n.d.-b; wikipedia.org, n.d.-a). However, that progress stalled, and the NRSA direct budget fell from NIS 328 million in 2008 to under NIS 150 million by 2022 (calcalist, 2025). A multi-year national plan approved in September 2022 under Minister Merav Michaeli targeting a 50% casualty reduction was effectively shelved after a change of government, prompting the resignation of NRSA leadership (igudkb.co.il, n.d.; calcalist, 2025). A May 2024 State Comptroller report revealed that Netivei Israel had operated without an approved five-year plan since 2021, amid acute vehicle and officer shortages in the police traffic division (calcalist, 2025).
International comparisons and enforcement statistics highlight the structural divergence that has taken shape: while European Union countries recorded an average 12% decline in road deaths over five years, Israel saw a 24% increase across the same timeframe (zman.co.il, n.d.; וואלה, n.d.). In the labor arena, governmental inspection infrastructure contracted, leaving roughly 80 inspectors nationwide under the Ministry of Labor (kavlaoved.org.il, n.d.). Consequently, safety stoppage orders issued across construction and industrial sites fell sharply from 6,706 in 2020 to 2,629 in 2025, despite the sustained high level of severe injuries (kavlaoved.org.il, n.d.).
Looking ahead to the implementation of the updated 2026–2030 national plan led by the NRSA, state targets were scaled back to a 5% annual casualty reduction instead of the shelved ambitious targets (calcalist, 2025). The approved annual budget was set at NIS 350 million, well below the originally requested NIS 550 million (calcalist, 2025). In the labor sphere, although early 2026 brought a 16% year-over-year reduction in workplace fatalities (knesset.gov.il, n.d.-b), unresolved regulatory gaps persist regarding mandatory safety training for foreign construction workers and crane inspection standards (knesset.gov.il, n.d.-b). Whether these constrained budget allocations and regulatory adjustments can reverse the multi-year casualty rise remains an open question (knesset.gov.il, n.d.-b; calcalist, 2025).
